Here are the official CDMSBL rules, except that they definitely need to be updated, especially since Feb 1 is now Oct 31, or before Nov 1?
Plus in most cases these days, as it is in this one, the player has already paid for the uniform and of course does not have to return it...
I also think I saw the posting here on the bulletin board in the changing of the date that the President also needs to be notified along with the GM and Commish, yet that's not what it says here in the actual rule.
However, that begs to question then how is that such posting here is considered binding by the league to post such information, but not so for individual players to do the same. Seriously, how would the info of the date change be disseminated when it was not done until the season was long over for many of the divisions and yet we expect it to be binding for everyone to read here while the commish is only one person and needs his (or her ~ as the case may be) own individual e-mail?
The rules do NOT state HOW the commish is to be notified, hence a posting here could absolutely be construed as notification given the league is expecting it to do so towards players on the exact same rule... This gives an obvious appearance that the league is catering to GM's and individual players are secondary as it is clearly a double standard...
This entire rule obviously needs to be revisited, revised, and clarified...

Player movement/roster rules
A player on a roster must stay on his team from Feb. 1 to the end of his team's season. If a player chooses to leave his team, he must notify the General Manager of his current team and the Division's Commissioner before he can be rostered to his new team. A player can request to be released by his General Manager after Feb. 1, but the GM is not obligated honor that request. The GM will inform the Division's Commissioner of his decision.
If a player is released and he signs onto another team, he must follow the registration process of a new player. A player cannot switch teams unless he satisfies any and all outstanding financial obligations of his former team, including the return of his team uniform or team equipment if required. In case of discrepancies, an appeal can be made to the commissioner of his division.
A GM can release a player at any time. Said player can then move to any accepting team up until the roster freeze date, which is July 1. If a player is released after the freeze date of the roster, the player must wait to join another team until the following season.
All players rostered to a team for the first time must sign a waiver/registration form and a Code of
Conduct form. A player's previously submitted waiver/registration form will not carry over to his new team. All new players must also supply the league with documentation showing proof of age when registering with a team.
It will be assumed by the Division's Commissioner and Board of Directors that existing
players are staying with their respective teams unless notified in writing or by email of
intent to move to another team.
A player or GM has the right to protest any release or non-release to his commissioner. If the decision is not satisfactory, the player can then appeal to the CDMSBL Board of Directors. All protests must be presented in writing. The Board of Directors may refuse to hear the protest at their discretion. The Board of Directors decision on all protests is final and binding.

The date to declare free agency shouldn't change that; once a player is on a roster post-February 1 is immaterial. Why should someone who wants to be a free agent be forced to join a team by October 31 of the previous year?
